I want to take this moment to thank all staff for their contributions over the past __(year/ # months/etc.)__. We’ve seen some noteworthy achievements during this period. Yet, regrettably, we have not met the budget as expected. It has been, in fact, a difficult period for us where we’ve had to tighten up on spending to get a firm grip on our expenses.

This is the time of year when our employees generally look forward to an annual increase in wages. I am pleased to announce today, that __(Name of Organization)__ has made the decision to move ahead with annual wage increases, despite not meeting the budget. Your efforts have not gone unnoticed and you will be individually notified of your increment increase during the next __(length of time)__. In view of the budget shortfall, however, please be aware that __(Name of Organization)__ is not in a position to be as generous as we all would have liked.
